4000 dollar gaming computers? I can build a 2000 dollar one that will destroy any of this alienware crap.
My $800 - $1000 PC destroys most/all of the expensive pre-built retail crap, yet runs Pcsx2 and Dolphin decently:

Core2Duo E8500 @ 3.16 Ghz, 4 GB DDR2 Dual Channel Ram, Geforce 9800 GT. Smile
would it get a few more frames with a 64bit os?

Definitely yes.

Perhaps a few at most if your lucky, I wouldn't expect to get anywhere at all really with a Pentium 4 except maybe with some 2D games or games with very minimal 3D geometry.

I'm not sure if the Pentium 4 supports 64-bit, if I am not mistaken only the late models/versions of Pentium 4 supported EMT64 (x86-64), if your Pentium 4 is one of the earlier models/versions it is likely it does not support 64-bit.

Keep in mind that you need both a 64-bit operating system and a processor that supports EMT64 (x86-64) or else you won't be able to install a 64-bit operating system or use the 64-bit builds of Dolphin.
... and for that run Cpu-z and look at the instruction list.
