if its a J only game, try to find an english patch on google .... if there is already an english version, try to get it exchanged .. if nothing works out, as shonumi said, learn jap

There are two language settings in Dolphin. The one above is for the game. The one for the UI language is here:

Options -> Configure -> Interface -> Language = English.

That's odd because the japanese version has japanese text on the box Maybe it's a bootleg copy.

Well if you buy your game in a "discount" it's possible (may have been imported by the first owner) but if you buy it "full price" in a shop it's strange

Well, you could try and translate yourself (incredibly pointless since there's an English version of that game), which would require you to learn Japanese and to have good coding/hex knowledge.

There's no such thing as a language converter for games either.

Only options would be to get a refund and get the english version, to use an online walkthrough, or just go in blind.
