So you are saying if I get a AMD Phenom II X4 980 Black Edition Deneb 3.7GHz it will only have a small improvment? or a X6? I have got out of memory error from dolphin running a lot and i never have any programs running. Thats why i think i need more ram

I can only tell you what the evidence suggests. Dolphin should only be using 150-600MB of memory depending on the game, 2GB should be more than enough. The MOST you could expect to get from a cpu upgrade is a 30-40% increase in performance (relative to original performance, not gamespeed) but if you overclock your current cpu you should be able to get a 20-25% boost.
