Alright then check your cpu temperatures (use coretemp or something like that) while running dolphin.
guy stop using dolphin... or stop overclocking but 133mhz sounds normal to me
you are burning your cpu Big Grin
could you install cpu-z? i want to see your vcore...
clean your fans
check the thermal compounds...
are you familiar with computers?
your cpu should run maximal on 70-80°C while using dolphin and stock cooler
I dont think im overclocking right now Undecided

Is this the right one?---> Voltage 0 1.06 Volts [0x42] (CPU VCORE)

I am out of compressed air cans, i will clean it when i buy more and see if it helps.

The thermal compounds are fine.

When it comes to hardware, No.

I will open a window.

compressed air cans?
open the case
stick the finger in the fan(shutdown before...)
sticking the finger in the fan prevents to damage the magnetic bearings
because blowing air into a fan easily let them overrun...
5watt fan...
1000watt vacuum cleaner
10000000watt (theoritcally) compressed air... come one don't destroy the fans...
...

just see if there is dust under the fand and remove it with the finger (if thick enough Big Grin)
otherwise just blow air with your mouth into it... it should be enough and don't spit...

the vcore seems normal..
is it vcore while idle or under load?
could you start dolphin and report the vcore underload?
(some mainboards are raising vcore automatically to maintain stability)
while idle its 0.848V

1.080-1.200V whit dolphine
thats not much...
so somehow
your fan is broken...
over 80°C is WAY WAY TO MUCH (mine is running with Passiv Cooler overclocked to 3.6ghz with 40°C... idle, load 56°C-64°C (nearly passive, the gpu is louder))
still clean the cooler
and maybe replease the thermal compound

or just buy a new cooler for 40bucks and overclock that thing..
better than running this thing at stock(down throttled) and still reaching 90°C...
it won't hold long at this temps
Reseat/reinstall the cooler, reapply thermal compound, clean out any dust, make sure nothing is blocking airflow in the case, make sure the cooler and case have ample space for ventilation, and make sure the room isn't getting too hot. If none of that works then buy an aftermarket cooler.
