Intel I7 930 @ 4GHZ
6GB Ram
460 msi Cyclone

For some reason my frames keep taking some big dips. Is there anything i can do to fix this?
Do you think we're psychic?
Include your Dolphin version and settings in your post.

What are your CPU temps when you idle and play games?
Get CoreTemp and monitor them.
Dolphin 3.0-96-Dirty-ICC
temps at around 40c all around
and no matter what settings i have set in my options it is still the same. Low high same problem
Lets still see these settings you've fiddled with

I think 2x Internal res, 16x AA and Pixel lighting is pushing it for a 460 on OpenGL. I know its a monster card, but you're running at 8x native resolution on the slower backend.
First of all, switch to the Direct3D9 backend.
Turn off AA entirely. Play with your internal resolution instead to get better picture quality.
Last but not least, you can turn on OpenMP Texture Decoder; it might or might not speed things up(a little bit).

The GTX 460 is not a monster card--it's entry to mid-range performing GPUs.

Also, like what Garteal said: use DX9 or DX11 and lower the AA.

......sigh.....here we go again.

GTX 460 is considered upper midrange. However it's FAR more powerful than what dolphin needs. It's easily capable of 3x IR and 4xSSAA at the same times (which is essentially 6x IR).

OpenGL is usually slower than d3d9 regardless of video settings. The cpu load produced by the video frontend is much higher for openGL.
If it helps its not a normal 460GTX its a msi Cyclone which i have Oc'ed to 1010 core clock
2020 shader 2000 memory. but i am limited to one gb.

When I switch to dx9 back end and lowered aa still had the same problem with the frames starting at 25 then suddenly dropping lower then 10.
