So I got a new heatsink in my box now and managed to overclock my processor up to 3.2 GHz with no noticeable problems (I ran Prime 95 for a good 15 hours) and 42C at load.
I'm close to running everything well but it looks like I'm going to need to upgrade my CPU to get it running stable at 720p.
I never even considered that, I take it I'll want a CPU with an L3 cache? How big of a cache should I be looking for?

Not necessarily. An L3 cache is always going to be slower than L2, all you need to be concerned about is the total cache size (L2 size + L3 size).

At least 4MB total BARE MINIMUM. Your cpu has 2MB of L2 and no L3.

Ok, sounds good. The processor I was looking at has a total cache of 8MB so it looks like it's a keeper.

My FX4100 Bulldozer does just fine with Dolphin and I got it for less than the Black 970 that I was going to get... My ASUS board immediately kicked me up to 4.5Ghz as a moderate overclock, and I get extremely cool temperatures due to the smaller dieset of the Bulldozer... of course the CoolMaster V6GT riding along moves any heat out without breaking a sweat.

It might do fine in the games you have tried but the 970 would have been a lot faster, especially in dolphin.
