Thanks for all the help! I used Sukid's tutorial and got the Toshiba stack installed. Everything works! (Or seems to. I'll post again if I encounter any problems.)

The only major issue, which has already been stated, is the 30-day trial limit on the Toshiba software. Is there any way to deactivate that?

I have this version of the wiimote and have followed some of this thread but I am getting confused as all hell. Explain it like you think I'm a five year old because when it comes to this stuff thats pretty much what I am.
Although it's yet to work properly for me (I continue to get "no supported bluetooth device detected, only compatable with windows stack" even with the modified version) this is how you do it.

1. Download the toshiba stack here:

(might have to click it a few times to get it to work)

2. Get your bluetooth dongle's hardware ID and then uninstall it. Go to control panel, device manager, and click on bluetooth radios. Right click the listed device (ignore the enumerator one), click properties, go to the details tab, and select Hardware ID. It should list something like
USB\VID_0A5C&PID_2148&REV_0818
USB\VID_0A5C&PID_2148
The second number is what you want. Copy that down in notepad.
Now uninstall the device. Then go back to Control Panel, go to Programs and Features, and look for any bluetooth software there and uninstall it.

3. Unplug your bluetooth device.

4. Now extract the zip you downloaded and run setup. Once you get the message to plug in your bluetooth device, open windows explorer and go to C:\Program Files (x86)\Toshiba\Bluetooth Toshiba Stack\Drivers\tosrfusb\
Do not close the installer, just leave it where it is.

5. Copy tosfrusb.inf (or the one described as "system information") into a different folder. You can't edit it directly where it is. Then open the copied one in notepad and add your hardware ID to it. You'll see two lists that start with "%TosrfUsb.DeviceDesc1%=TosrfUsb_Device". The % number increases depending on how many are on the list, ending at 149. They have device IDs next to them. Add your device Id to the bottom of each one, like so:
%TosrfUsb.DeviceDesc150%=TosrfUsb_Device, USB\VID_0A5C&PID_2148
At the very bottom of the file is a place for the device description. Name it whatever you want, though preferrably the actual name of the device. Example:
TosrfUsb.DeviceDesc150 = "IOGEAR USB 2.1 Bluetooth Micro Adapter (GBU421)"

6. Save changes, then copy the modified tosfrusb.inf back into the original folder. Then plug in your bluetooth device and finally click ok on the installer message. Everything should install as planned and then you will be asked to restart. Do so and everything will be successfully installed.

So, I've tried everything in this guide to get the Toshiba Stack to install but nothing has worked, it keeps asking for me to plug in my dongle. I do, and windows automatically installs whatever driver it feels like. I even went as far as to completely delete all drivers relating to my dongle but it still does it's own thing. I have an HP bt500, it, along with the Windows stack, can detect the new Wiimote but Dolphin cannot connect to it even with the x64 version of Xoppa's code mod.
For me the new revision also works, but only with the Toshiba stack. I'll try put some research later into the evaluation thing, if it's possible to disable it. I noticed in Toshiba's webpage, here they say that the stack for users without Toshiba hardware are unavailable, apparently having been available before.

Confirming that it works, downloaded 3.0-363 (64 bit) and was able to play Skyward Sword.
I used Sukid's tutorial for the Toshiba Stack (I have the ASUS dongle so make sure to NOT uninstall the drivers it came with), then xoppa's tutorial for connecting the Wiimote to Dolphiin (the whole no LEDs after connecting to toshiba stack thing).

The only issues I'm facing now are the 30-day trial and the fact that I get some pretty horrible graphics quality (SO MUCH ALIASING ITS SO UGLY) and the FPS freaks out and drops from 35-40 to 15-20 every 5 minutes or so. The aliasing and ugly graphics may be because Dolphin isn't recognizing my NVIDIA GPU, I have integrated graphics so Dolphin is recognizing only the Intel HD family...

I'm having trouble for the past 10+ hours trying to get my TR controller to work. And every single restart/reinstall, its getting closer and closer to working.

I'm using a Targus USB Bluetooth dongle and the Toshiba stack. I'm stuck at adding the "Add New Connection Wizard"

Toshiba's "Add New Connection Wizard" lists the TR-mote as "Nintendo RVL-CNT-01-TR" on the list but when it begins to authenticate and connect to the TR-mote it says "Detection of Service Failed"

Any ideas? I'm losing hope. =/
