I have this version of the wiimote and have followed some of this thread but I am getting confused as all hell. Explain it like you think I'm a five year old because when it comes to this stuff thats pretty much what I am.
Although it's yet to work properly for me (I continue to get "no supported bluetooth device detected, only compatable with windows stack" even with the modified version) this is how you do it.

1. Download the toshiba stack here:

(might have to click it a few times to get it to work)

2. Get your bluetooth dongle's hardware ID and then uninstall it. Go to control panel, device manager, and click on bluetooth radios. Right click the listed device (ignore the enumerator one), click properties, go to the details tab, and select Hardware ID. It should list something like
USB\VID_0A5C&PID_2148&REV_0818
USB\VID_0A5C&PID_2148
The second number is what you want. Copy that down in notepad.
Now uninstall the device. Then go back to Control Panel, go to Programs and Features, and look for any bluetooth software there and uninstall it.

3. Unplug your bluetooth device.

4. Now extract the zip you downloaded and run setup. Once you get the message to plug in your bluetooth device, open windows explorer and go to C:\Program Files (x86)\Toshiba\Bluetooth Toshiba Stack\Drivers\tosrfusb\
Do not close the installer, just leave it where it is.

5. Copy tosfrusb.inf (or the one described as "system information") into a different folder. You can't edit it directly where it is. Then open the copied one in notepad and add your hardware ID to it. You'll see two lists that start with "%TosrfUsb.DeviceDesc1%=TosrfUsb_Device". The % number increases depending on how many are on the list, ending at 149. They have device IDs next to them. Add your device Id to the bottom of each one, like so:
%TosrfUsb.DeviceDesc150%=TosrfUsb_Device, USB\VID_0A5C&PID_2148
At the very bottom of the file is a place for the device description. Name it whatever you want, though preferrably the actual name of the device. Example:
TosrfUsb.DeviceDesc150 = "IOGEAR USB 2.1 Bluetooth Micro Adapter (GBU421)"

6. Save changes, then copy the modified tosfrusb.inf back into the original folder. Then plug in your bluetooth device and finally click ok on the installer message. Everything should install as planned and then you will be asked to restart. Do so and everything will be successfully installed.
Sorry for the double post but I can't edit my own posts yet apparently. Or I'm blind and missing the button.

I solved the issue with dolphin claiming it only supports the microsoft stack while using the toshiba stack. When click new connection, you have to use the advanced setting, not the automatic one. Then start dolphin, go to wii remote and hit refresh and you're done, it works.

I tried doing this the problem is I have onboard bluetooth, so I can't really disable and unplug my bluetooth. What should I do?

you can uninstall the bluetooth device in device manager, it's the same as unplugging a dongle really

then you do the file and inf manipulations and proceed as normal, when the instruction say plug in the dongle you can right-click on device manager page and tell it to scan for new hardware

I'm assuming that the tutorial above is for devices that don't support Toshiba's bluetooth stack? Well I own a Toshiba qosmio laptop with built in bluetooth running the toshiba bluetooth stack. Whenever im connecting the wii remote, i have to hit the power button instead of the 1 & 2 buttons to get it to work. once the computer says its been connected to the remote, the four led lights go black, and no matter which buttons i press (1 & 2, even the power buttons) the lights will not flash again. when i disconnect it, it becomes responsive and the led's flash whenever i press a button. I tried connecting to dolphin when my computer was supposedly synced with the remote, and when i clicked refresh it never recognized it. Please help.
Okay, i am able to connect with flash lights now for some reason. But when i attempt to pair up in dolphin it says that the toshiba bluetooth stack is not supported. And i did what he said sukid said, i clicked new connection, custom connection, and went to dolphin and clicked refresh. didn't work.

This drives me crazy, really. Igot my WiiRemote connected to my PC (tributes to the tutorial above Wink), but i still can't connect it to Dolphin. After hitting refresh and pair up a few times, still nothing happens. It does not connect by starting a game either, I reall don't know what to do? Is this shit all about the new Wiimote?

I just wanted to say thank you to everyone who helped get this working! I played Skyward Sword for a few hours last night - no problems at all! For those of you still having trouble, here's what I did:

First, follow the steps outlined by Sukid above to get the Toshiba stack working with your adapter. Mine is a Rocketfish Micro Bluetooth Adapter from Best Buy. Works fine. Here are the steps: http://forums.dolphin-emu.org/showthread.php?tid=19948&pid=189694#pid189694

Now, once you have your Wiimote connected, you will probably run into the "Only compatible with Windows stack" error. To fix this, you need to modify the code for Dolphin and recompile it. The code changes are outlined in this thread: http://code.google.com/p/dolphin-emu/issues/detail?id=5011

If you don't want to go through the hassle of compiling, Xoppa has graciously made the changes for you and hosted the compiled versions. I'm currently using his x64 version and it has worked without a hitch. See this post: http://code.google.com/p/dolphin-emu/issues/detail?id=5011#c58

And that's it! This version of Dolphin should recognize the TR Wiimote. All the functions appear to work properly - buttons, lights, rumble, IR, and Motion Plus. Thanks again to Xoppa and everyone else who helped get to this. And hopefully this will be helpful to a few of you as well!

0) Make sure Dolphin is not running.
1) Right-click on the remote in the Toshiba bluetooth manger and select connect
2) A dialog box pops up, don't click on the button yet
3) press 1+2 on the wii mote and release. The LED's should start flashing
4) As soon as they are done flashing, click OK in the dialog box (this has to be done right after they stop flashing)
5) The toshiba bluetooth manager should show the device as connected.
6) Start Dolphin (make sure you have xoppas build or rebuild yourself with instructions in this post or the associated bug post). When you click on the Wiimote button, that controller should rumble and should already be paired. You shouldn't have to click on pair or refresh (at least I don't...).
