you say he needs a sandy bridge, you dont even know what hes going to be primarily using the PC for. I think some questions need to be asked before hand. Just because you CAN spend a thousand dollars doesnt mean you SHOULD.

1. What YOUR PC will be used for. That means what types of tasks you'll be performing.

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread

3. What country YOU will be buying YOUR parts from.

4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc.

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.

6. IF YOU have searched and/or read similar threads.

7. IF YOU plan on overclocking or run the system at default speeds.

8. What resolution YOU plan on gaming with.

9. WHEN do you plan to build it?

It says right there he plans on playing SMG2, which automatically rules out everything except a sandy bridge 2500k or higher. He already stated what he wants to do with it as well as his budget.

People are right you dont need 570 gpu for dolphin,but if you plan on playing pc games on high settings then its a different story.
I will post my build which is only $850 and includes 570 gtx !!!! Thats without hdd

Grand total only $850 with powerful geforce 570 gtx ! If you add hdd,thats another $120 so you are best finding used one...price has skyrocked as already mentioned
I choose gigabyte because they put their special triple cooler which they use on SOC series ( their top cards ) and of course its much better then stock 570 cooler

I second this, I would save that 100$ if you don't plan on playing PC games on high resolutions etc.
The 560Ti is definitely the better deal.
I would change the case for this though.

-No disc drive
-And a cpu that will be crap for running SMG2 and other heavy wii games, which the OP has specifically the build should be able to do.

I forgot about cooling,you are right. I suggest hyper212 which is great for only $25.
As for your other point,I dont agree. Board has every important feature,such as pci-e 3.0, usb3,sata3 .He didnt say he need sli,crossfire,firewire,10 usb3 ports etc...or xy feature which most people dont use,but pay for anyways so they dont have "low end board"

Very well, you've made your point. However I would use that extra money for a SSD boot drive instead of a GTX 570. In my opinion the slight boost in speed from a factory overclocked GTX 560 TI to a GTX 570 does not justify a $100 jump in price.
