PC Specs:
Operating System: Windows 7 Home Premium 64-bit
Processor: AMD Athlon™ II P340 Dual-Core Processor (2 CPUs), ~2.2GHz
RAM: 4GB
Graphics card: ATI Mobility Radeon HD 4250
Dolphin Version: Latest version (3.0-201-dirty)

I can only get Wind Waker to work at 70% on Outset Island. I've tried a number of things i found in this forum but still can't get 100%. Can anyone give me the best possible settings to get it to work at 100% for my pc? Thanks!

You need a better system. That cpu is nothing special but it's the GPU in particular that's killing you.
