I have been able to succeed in the past and even with slightly different settings.

If you also have dumped your dsp_coef.bin and dsp_rom.bin files, try LLE and try EFB to RAM if that changes anything.

Edit: Too bad that I own the NTSC-U version of the game, it would have been easy to help you then if I've had owned the PAL version.
Sadly, but that's actually A blessing in disguise,
I lost my CD of Wind Waker 1 year after I made the copy - of course I didn't dumped the files. hurr...
At least I got the .ISO, better than nothing. Anywho, what should I do now? :/

Wait, I thought it doesn't matters what version it is, as long as it's Wind Waker - the only difference is the langua- ... nevermind,
the choosen language is saved on the memory card ... but, what if I select english? does it work then? Tongue
Well I don't think there's more advice I can give you now.

Hopefully someone with a PAL copy can help you get past that part of the game and save it for you on the memory card.
I used LLE after it blackscreened 3 times with this cutscene and got through it the first try. So try LLE.

Well then I can't help, except try it over and over again. Are you running fullspeed?
For the most parts, but never really 100% beside the title screen ( the real beginning, then like 4% drop ) and the menu.
When I built my up to date i7 2600K rig this spring and managed to dump the needed files from my Wii for the DSP LLE plugin most of the small problems I've had in the past went away.
DSP LLE is the absolute best problem solver there is.
Maybe that's the reason I rarely have any issues today with the games I play regularly in Dolphin.
Well yeah, perhaps it is, but that doesn't get's me any further though.
If only I could find the CD ... but since we moved, it's impossible to find it.
Although, I can't dumb it - no internet on the Wii, nor any PC connection beside SD-card,
thus no way to get a program on the Wii to dumb those files.
I could walk you through hacking the Wii to dump the files, you just need an SD card and possibly certain games depending on your System Menu version.
