Just research console emulation on PCs. Google it and you'll most likely find that it takes a lot of CPU power to emulate a console 100% on a PC - even one as old as the Gamecube.

Start with the PS2 or Nintendo DS
nearly the same requirements like Dolphin
Money wise (around $500), what do you guys suggest ? I already have a nvidia GT430, a 550W power supply, a dvd-drive, a HDD and I can use my old computer case. So basically I would need a processor, motherboard and memory.

Get an i5 2500k. And a Z68 Motherboard. And a Cooler master Hyper 212.
Best experience ever.
And get the GTX 460. (Optional.)
