After choosing to create a new character, the screen goes black and plays a song. I suspect I'm not seeing a movie.

Tried all three video options except software renderer on default settings.

Please advise.

Update: Played the second mission and got black rectangles when I obtain each capsule, also when I bring up the pause menu the picture moves up and to the right.

Found a workaround, sort of.

Setting the external frame buffer to Real makes the video viewable in Direct3D9, but the image is really blocky and unresponsive to increases in internal resolution, anti-aliasing, and anisotropic filtering.

Direct3D11 shows black screens.

And OpenGL messes up the upper half of everything. (see pic)
Have you tried Dolphin 3.0?
You should stick with dx9 for best performance. Are you talking about the opening video? Or the actual game?
Post pics if you can (if its the opening movie, it's the movie. The game should render fine)
I am having the same issues as the OP is though i can't use DX10 or DX11 since i only have XP.

Neither Real or Virtual allows the Video to show.

going to try it out on Dolphin 3.0 in a bit once i am able to save in Metroid Prime 2 Echoes.
Okay it would seem that this game needs
External Frame Buffer set to Real
Tested with D3D9 will have a Video in a few mins. going to post a xfire Video with the Opening Movie playing in a few more mins.

Done Video Uploaded to xfire Warning the sound is kind of bad but that is xfire to blame.

its not just the Videos its other elements in the game that does not emulate well, the OP posted Pictures on the issue and so have i with same issue, TBH the game does not render fine the Movie should play it should have never of been set as Perfect because of these issues only set to Playable (don't even know why Perfect is even a rating when its impossible to get anything perfect the word Perfect does not exist most of the time and Emulating a GC game is never Perfect nor Wii)

Retry with OpenGL. Use this easy tip to avoid your "bug" : when using OpenGL close your game AND the emulator. Restart Dolphin. The "bug" should have disappeared. If not restart several times Big Grin

The "Bug" does not effect D3D9.

for some reason the wiki page about this game says down towered the bottom of the page that this game is broken http://wiki.dolphin-emu.org/index.php?title=Phantasy_Star_Online_Episode_I_%26_II_Plus the bar towered the bottom is Black when it should be green.
Played with the settings and got it working a bit better.

Real external frame buffer is still the only setting I found that allows movies, but I can't stand playing with blocky graphics.

Forcing 16:9 aspect ratio has revealed that the black rectangle glitch was actually the bottom letterbox. It fades after moving to its new home so it's not a game breaker.

Switching from high quality graphics and to 'real' mode for any movies I come across is a fair workaround for me.

(And thanks for the tip, Vador! Restarting Dolphin fixed that issue, but I'm not noticing any benefits over D3D9)

The issue i am having is that the movie seems to play randomly it will not play all the time and enabling External Frame Buffer via ini does not seem to work correctly all the time or not at all
UseXFB = True
UseRealXFB = True
^that enables External Frame Buffer and sets it to Real but it does not seem to work 100% of the time
this line is also there above that line
SafeTextureCache = True
SafeTextureCacheColorSamples = 512
no idea why this is even in the ini as there is no mention of it needing this anywhere that i know of, not even the Wiki says it needs anything special like this to work also if you right click the game and click on Wiki it will take you to a Wiki page of the none Plus version of PSO i have already posted a link to the PSO 1&2 Plus in one of my later posts.

Why don't you disable it then and see what happens...
