I think I will save money untill im able to buy the setup NaturalViolence suggested.

I dont know what power supply I use. :S

I have got an alternative system atm, it runs ACCF on ~ 70 - 75 % speed.
What could I do here to improve speed, may I dont have to spend 300 $ here.

Upgrade the RAM to 4GB (or at least 2GB), buy an aftermarket air cooler for your cpu, and overclock the cpu.

you mean DDR3 Ram right?
Do I also need an aftermarket air cooler if I buy a new CPU?

Whatever type of RAM is already in there. I don't know what motherboard the system uses so I don't know if you're using DDR2 or DDR3 ram. But buy whatever type of ram your motherboard uses. With windows XP you can get away with only having 1GB of ram for dolphin but you'll want 2GB. With windows vista/7 you can get away with having only 2GB of ram for dolphin but you'll want 4GB.

Only if you want to overclock it.

You either need to overclock your cpu or buy a new one. Buying a new cpu will require a new motherboard and ram as well.

If he plan to play emulator this is inevitable. I'm not saying he need to (notice the if?) but giving him an alternative and logical path for his use.

P35 have support for both ddr2 and ddr3, you have to see for yourself what ram socket is on your mobo.

When I buy much ram for this system and upgrade to Windows 7, how many percent the speed will increase?
0-5% at max
should be noticeable if you change to win 7 x64, just don't expect miracle.
As I said, you either need to upgrade your cpu and motherboard or overclock your cpu if you want to see a significant performance increase.
