Here is the spec:

Processor: i3 2100 3.10ghz
GPU: MSI GTX 460
RAM: 8GB DDR3
OS: Windows 7 64-bit

I am looking to play Xenoblade at a decent FPS hopefully...
It should do very well.
i was runnin an AMD Phenom II x4 965 with a geforce gtx 460 and it was running great. I'm currently using an i7 930 with geforce gtx 560ti and it plays every gc/wii game i've tried perfect with the exception of non playable games within the emulator of course..

Dump the i3 and get a i5-2500k.

Get a 560 instead of a 460.
I agree for the processor, but a 460 is more than enough for Dolphin (and most PC games)

To add on to this, make sure you have a decent P67 or Z68 motherboard and a decent aftermarket CPU cooler.

And a case with good airflow.

Indeed. An i3-2100 will be fine for most things, it just means that LLE DSP on thread isn't a good option (but it never helps too much anyway). Considering the IPC of Sandy Bridge in general, 3.1 GHz should be plenty for many titles, especially GC games.
