will it be enough to play Wind Waker at full speed.

Yes, get a decent video card as well so you can run it at high resolutions.

If you're sure you want to go with that old Phenom II and not the much better i5-2500k, then go for it. That video card is good. You'll be good to go for Windwaker either way, but many other games will need more processing power.
