A game can only go as fast as what your computer can handle.If you only get 175% maximum on lowest settings then there's not much you can do.

Well I like to skip cutscenes when I see them for the 100th time

It's easily achieveable if we just play it again when we beat it, but then there's no fun in it.
Where/what are all the good RPGs?
The only good RPG's I know of are just a few franchises and a few gems here and there.
If we merge each franchise, and count how many these are; you can easily count them with your fingers.
) I used to play ONLY RPGs or 95% at least. I got my first computer to play RPGs and I bought my first console to play RPGs too my first game on NES was Legend of Zelda (Not really a RPG but can be considered as one though) and I even wished I could talk japanese to play more of them... Years passing by I played other games I can thank my brother for this I would've missed so much other good games
