I'm willing to bet that the guy has no idea what he's doing, I guess you'd rather think that I don't. Too bad for you. You don't even use Dolphin anymore and have admitted so a number or times, what do you really know about it? I mean, lets get real here, you may have some knowledge about hardware, but I think you're out of your comfort zone with actual Dolphin usage and experience here.

What does that have to do with anything? My opinion about someones intellect or competence doesn't affect anyone's ability to propose solutions or diagnose the problem.

So your solution is to resort to attacking my credentials/experience (if you can even call it that) rather than proposing something else that would cause stuttering?
NOTE: Low performance is not stuttering, that's why your logic about "oh well I have a weaker video card and I don't get stuttering so it can't be related to the video card" makes no sense.
Permanent bottlenecks don't cause stuttering, that's just common sense. The kind of stuttering he's experiencing is not caused by slow hardware, slow hardware reduces performance. He has high performance but experiences stuttering.
So in summary it could be related to the GPU, but not the hardware performance (meaning the drivers could be causing it is one possible explanation).
If you would like to refute that argument you are free to do so but please do not resort to personal attacks.

If you think that not using dolphin versions past 3.0 somehow invalidates my arguments I would like to know why. It certainly has nothing to do with experience that's for sure.

No, possible solutions are good, but telling some else that they are wrong when you have no idea yourself is stupid.

I don't pretend to know the answer (unlike you) but I do know there is no way lowering the IR had any affect on anything for him.

No, I think you not knowing that lowering the IR in this case should not have any affect on the stuttering shows your lack of experience.

GUYS PROBLEM SOLVED!!!
Got my new RAM today!!! Corsair Vengeance 1600 2x4gb don´t get those weird spikes anymore... O__o
Also i turned priority from task manager to high. (Dunno if it really matters thou.)
That wasn´t first time RAM was cause to my problems, well now they are replaced so everything is fine.
And yes i did not have idea what i was doing... ...Like i said im good with building pc and Java programming (second year java programming student)... ...Thou i know a lot of computers but Dolphin was new area for me.
I wanna thank everyone who put their effort for helping me.
