Thank you phexx.. that file fixed my local mode.. now it works fine. Game on!! 
my vibration and analog functions are working fine in local mode.. just as they do in the other mode.

Well thank you sir, I just tried the localization it works perfectly. I'm still buying a Xbox 360 controller to avoid future problems
