That won't work. If you take a screenshot of the game running at 1920 x 1080 you'll get a 1920 x 1080 image not the 1360 x 768 image that your display is showing you. And if you take pictures of the display with a camera.....well then the obviouse problem is you're using a camera.

Figure out what settings YOU like the most and use them.

I personally find 1440 x 900 to look the best at 2x-4x AA (Depends on game.)
So is a GTS 450 too much for Dolphin at the settings I would run it at?

I would grab that GTX 260. It's the core 192 version and it's been downclocked, it should be about on par with a 6750 or GTS 450 but it's bigger/produces more heat/uses more power/only support dx10, that's the reason for the lower price. The only advantage dolphin has at the moment from d3d11 hardware is the ability to use MSAA in the d3d11 backend, which requires d3d10.1 or higher compatible hardware. But since nobody uses the d3d11 backend that's not really much of an issue.
And no, VGA is inferior to DVI not superior. If your HDTV does not have a DVI port use a DVI to HDMI adapter with an HDMI cable (buy the HDMI cable on newegg, they sell them for $7).
