1. Not an option: H67 Motherboard would need to be upgraded as well.
2. Something that doesn't cost money.
I'm looking to improve my performance in Brawl + Pokemon XD on LLE.
I'm not changing CPU's until Skymont.
Anything outside of dolphin?
If not, I can tolerate drops, but I'd love to reduce them.
The only way you can improve performance at this point is to play games that need less processing power or not use LLE.

Even so, better than a Pentium 4 by eons.
I really wouldn't count on HLE becoming any better any time soon, if at all.
New Super Mario Brothers Wii and Kirby's Return to Dreamland are a few of the easier Wii games to emulate that I can think of right now.

Disable per-pixel depth and fast mipmaps should be unchecked.
Done and done.
