What is the most recommended version of dolphin for my specs and the widest compatibility?

id be interested to know what is the mst stable release also, my specs are similar to yours...
As always, use the
official Dolphin 3.0 x64(or x86 if you have 32 bits).
You should only use different revisions if a game requires it, otherwise stick with 3.0.

It will not. LLE requires data from your Wii. And not only that, while it's more accurate, it operates on a lower-level than HLE which makes it a lot slower.
HLE is fine in most cases.

Well the motion blur looks pretty realistic but I think you overdid the specular map a bit on the PSU box. Relevant:
