im not on lowest and i have it on lower settings as well. and yes, vsync has been disabled ever since i was done selecting my options from the launcher

But it might be wise to apply the patch if Bethesda takes so long to release something.

There was someone who did something similar (in style) but it was kinda irresponsive at times(according to users).
