My specs are:

Intel Pentium Dual Core E2200 @ 2.2GHz
3GB RAM
ATI Radeon HD 4670 512MB
Windows XP 32-Bit

Basically my question is (which you've probably been asked tons of times) is, can I run any roms at a good playable FPS?

certainly no problem at 20-30fps.

Well I tried Wind Waker out, I got a solid 30 when indoors, and about a 17-20 outside depending where I'm facing.

I have a Intel E2200 also. With a GeForce 9400 GT w/512MB DRAM. I get about 22 - 24 FPS outside. You might want to try adjusting some of the graphic settings to see if it can push a little better performance for you.
