what do i need to upgrade for the games to be 30 fps

Intel® Celeron® D CPU 3.06GHz
3.07 GHz 896 MB of ram installed 1gb
Video card : nvidia geforce 7100/nvidia nforce630i
512 mb video card

like what???
i only need 25-30 fps in games i can't play 1-5 fps games
To get 25-30 FPS in games you'll need to upgrade your CPU and GPU to newer ones, which require a new motherboard, which won't be compatible with your current RAM and stuffs, so pretty much you're buying a new computer if you really plan to upgrade yours. Hence:

is intel core 2 duo 2.00 ghz is a good cpu for 25-30?
Core 2 Duo will do, but 2.00 GHz is a little bit too low in my opinion. Still, it depends on the games you're trying to play.
You really should buy those Core i-series (Core i3, i5, i7) if you have the budget, though.
What games are you trying to emulate? It really depends on the games. For example, Super Mario Galaxy needs approximately 3.0 GHz (again, I can't remember everything so don't quote me) while Super Mario Galaxy 2 needs up to 4.0 GHz or higher for full speed. Crazy, right?
But in my experience, about 3.0 GHz will do the trick. By the way, you should upgrade your graphics card too.
I don't emulate those games so I don't really know how CPU-intensive they are, but you can always make a trip to the Game Discussion section of the forum to find out.
Though even with low clock frequency (GHz), you can always tweak the graphics to make it playable at comfortable FPS.
