No it's not. Both amd and intel have had 8 core cpus for nearly 3 years (opteron and xeon). AMD has had 12 core cpus for a year now. You can build a 48 core system with a quad socket motherboard.
Although it appears the OP has a quad core cpu with HT and has mistaken the 8 logical threads for physical cores.

Xeon and opteron are not consumer cpus?????? I'm fairly sure they are, in fact I could buy one right now on newegg if I wanted for a pretty minimal amount.
I think the word you're looking for is "desktop" or "desktop lineup" or "desktop series" or pretty much anything with the word desktop in it.
The fact is 8 core cpus do exist, people do use them, and some dolphin users do use them. So it is far from "impossible". Although in this case the op was mistaken and doesn't actually have a 8 core cpu, but rather a quad core cpu with HT.

Yeah,i meant by desktop series.
Xeons are for servers and stuff.
Ok, I have been sitting back for the past 2 hours trying to get this game to run at decent speeds, but no matter what it lags.
PC:
Q6600 2.4Ghz Quad Core
4GB Ram
ATI 5570 1GB
Windows 7 32-bit
After tweeking EFB, the game will only run at great when Virtual and Ram are disabled but then all of the characters are black and i'm missing tons of stuff. When I turn them on I get very low FPS and game speed goes down to 82%.
I'm running r7719M, Is the issue my PC or ???

Most likely you left your internal resolution on auto instead of setting it to 1x manually. That plus virtual efb copies only and the safe texture cache slider set all the way to the fast side should fix it. Also remember to use dolphin 3.0.
