Besides you can try to activate "Accurate VBeam Emulation". Just goto your game -> right click -> Accurate VBeam Emulation.

Nome, same emulation speed, with your ICC 3.0-589, with accurace Vbeam on and off...

Those definitely are false FPS readings. Have you tried other back-ends? OpenGL, DX11?
Try to change the CPU Engine to JITIL aswell, and see if that changes anything.
I'm going to try it out aswell if this finishes.

So, did anyone reach 100% speed on dolphin?

No, I tried it on my rig. It reported false FPS and such.
I would recommend you to file an issue here and provide all the details.

windows 7 64 bits

ur GB is high if u go to graphics > hacks and set EFB copies to RAM it will speed up, hope it helps

50%-60% is good enough to play somegames

and I can't do overclock to 4.4ghz, with original cooler it can get really hot in 100% of use...

unlimiting FPS will make the menus and other screens that requires low FPS to be super sonic speed but the game still slow
