1.38gb, and only 10 mins, hell yeah its going to be rejected, try using a much much much smaller bitrate, 10 min videos are usually 60mb at 360p, the video is just too large

Then the quality sucks, and i have uploaded other videos with the same bitrate and they worked...

File size has nothing to do with whether or not you're allowed to upload a video. You can upload a file up to 20gb large as long as it's under the limit.
It is important to note, however, that the limit is different for different people. Your starting limit on YouTube is 10 minutes, not 15. Only after you're a trusted user can you have videos that are 15 minutes long. Later you'll be allowed to upload videos that are any length.
The properties of your video look fine (but you could definitely knock down the bitrate to reduce file size and upload time—try 5mbps), so if YouTube is telling you it's too long, you probably have a 10 minute limit, not a 15 minute limit. Try cutting your video down to a length under 10 minutes and reupload it.
