but I'm wondering, if you run the game at more than 25 FPS then won't the game speed be higher than 100%?

25FPS is the native FPS.

My system specs are modest in comparison to most of the full speed reporters but I'm running at 1920x1080, 3x internal res full speed with the occasional sound stutter during what seems like loading certain things on screen for the first time. Running R7714M from the patched builds, and using HLE since the sound is far worse with LLE for me. I do have significant performance increase when I go down to 1280x720 and 2x internal res, but since the sound stuttering is still there in the same places it's really not worth it to do so, for me.
If you force it to 30FPS the speed will be 120%.
25FP is native but you can play it at 30fps on WII tho.
Don't see the point on you guys trying to get 5 more fps for? Game doesn't lag or is choppy. Pretty sure you guys would be hard press to tell the difference but what ever float you guys boats.
Did you play the ntsc version on dolphin? There is a big difference.
Nope, did not. Can't really see how much of a big difference there would be. This game runs fine and we are talking about 5fps.
There always been a noticeable difference between 50 and 60hz. This is why lot of ppl in EU imported games from USA for the psx/ps2. The animation is way more smooth, but if you don't try both you can't know that.
HLE has crackling. LLE has skipping. Can either problem be fixed?
LLE skipping can be solved with a faster CPU. HLE issues usually can't be solved.

If you have a fast enough CPU for LLE then try audio throttle.
I doubt my Athlon II X2 @ 3.5GHz is fast enough as I have indeed the skipping.
