For this game I would advise setting texture cache accuracy to fastest instead of fast to maximize performance.

Fixed that for you. Fewer textures has nothing to do with it. Less draw calls are needed so cpu throughput requirements are also affected, typically more than the gpu in fact.

Check off, skip EFB access from CPU and uncheck audio throttle. Re-enable lighting.

I know, just twiking the settings, you never know,but on my system efb to ram and texture have the same fps and efb to ram is clearer is just that fire problem is unplayable but efb to texture is somewhat playable there for me
Does WW depend on XFB emulation? It does not, iirc.
I.e. disable External Frame Buffer emulation.
Also, try disabling Progressive Scan.
