no =.=' it is only dev-libraries for c++. many games apply AX ucodes to play their sound effects and BGMs at the dsp. but games that created by nintendo itself just like mario and zelda series are using non-AX ucodes and this non-AX ucodes have never been documented. so, these games have no sound without suprise. F|RES had been trying to do lower level emulation (LLE) for the audio dsp. and only certain movie clips are only to be played. dev group is still doing his research to seek the breakthru.
oh yea forget to answer your earlier version. openal is another audio api just like dsound. simple as you need directx runtime libraries to run dsound, and so openal source to get openal compiled
