It's not. PS 3.0 has been the requirement for a very long time now. You're going to need at least an R500 (X1000 series) to run the d3d9 backend and at least an R600 (HD 2000/3000 series) to run the openGL and d3d11 backends.

What levels of anti-aliasing and anisotropic filtering does this guide assume you are using?
AA: None
AF: Doesn't matter. It shouldn't have any impact on performance on virtually any GPU that is modern enough to run dolphin.
Does using an IR past your native resolution decrease aliasing effects enough, or would the game still look a bit better with anti-aliasing turned on? Also, if you want per-pixel lighting, should you get a card with more memory bandwidth or more processing power?
It does decrease aliasing since the downscaling performed is technically a form of AA. But it won't be as effective as proper AA.
I might have to update this thread soon. It's been a long time coming. And some of the lists are a bit off.
