That probably means your computer is really bad and/or you have too many settings up "high".

intel cord 2duo e7500 2.93ghz
ddr3 2gb ram
win 7 u
nvidia geforce 8400gs - 1258 ram
is'nt good enough for dolphin?!

Did you use default settings? If yes Put FrameLimit Off/Disable Audio Throttle
yes, is was default settings. i change it now and it's better.
but still... were i can find Disable Audio Throttle ?
