That's why I came to this conclusion.
The scout has no items that increase movement speed.
The spy has no items that increase movement speed.
The pyro has no items that increase movement speed.
The sniper has no items that increase movement speed.
The engineer has no items that increase movement speed.
The soldier has the equalizer, which allows him to increase his movement speed if his HP is low. The lower his HP is the higher his movement speed is which he has it out.
The soldier also has the disciplinary action which allows him to boost his speed for a few seconds by hitting an ally with it.
The demoman has the eyelander, nessie's nine iron, and the horseless headless horseman's headtaker all of which increase his movement speed when he gets kills with them by 8% per kill up to a maximum of 4 kills.
The demoman also has the chargin targin and the splendid screen both of which allow him to "charge" forward giving him a burst of speed and a huge melee damage bonus but preventing him from turning or switching weapons. It has a long cooldown time as well.
The heavy has the gloves of running urgently, which allows him to increase his movement speed but causes him to take 6 damage per second while he wears them.
The heavy also has the buffalo steak sandvich which gives me a movement speed boost for a few seconds after eating it.
The medic has the quick fix, which allows him to match the movement speed of the person he's healing.
Each class has a base speed.
100% for pyro, engineer, spy, and sniper
133% for scout
109% for medic
93% for demoman
80% for soldier
76.7% for heavy
Sniper movement speed drops to 26.7% while scoped.
Heavy movement speed drops to 37% while firing or revved up.
Only a soldier using the disciplinary action and a demoman charging can outrun a scout, and both of those only provide a 1-2 second burst of speed.
The only possible way for your friend to be moving twice as fast as you would be if you were firing a minigun as a heavy or scoped as a sniper.
