Uh Mann Up MvM (Mann vs Machine) tour of duty tickets don't drop. Likely scenario is either someone gifted it to you and showed up with other drops or you are confusing it with another "ticket" item such as the summer claim check from last year and possibly other items referred to as a ticket.

You sure someone didn't just use a giftapult to send their free Mann Up ticket and you were chosen to receive it. If it was after and around the time Valve released the Smissmass 2013 update that was the likely case.
