I downloaded rev 3398 where do I find this frame limiter under which options?

its in config menu (where you set dualcore and so on)

no 34xx ??

its in svn, any version above 3396 has it, so all 34xx do have it

its in first window of config-menu, not in gfx-menu. (as it should work with any graphic plugin)
