Since Dolphin does not and will not be coded to take advantage of quad cores, only two cores will be used. Also any AMD processor is still a bit slower than a Core2Duo/Quad, what is the FPS you are getting by the way?

As mentioned the mhz displayed on the Dolphin window is the mhz of the emulated Power PC CPU, not your CPU.

Also ATI cards are known to offload to the CPU hindering performance in CPU intensive emulation, this issue is not as predominant in the newest catalyst versions though.

Keep in mind not all games are going to run at full speed or with decent performance, games with more complex 3d geometry are going to run quite slow. Also due to incomplete graphics emulation, there is a bit of overhead in graphics emulation that causes overall slowdown and lag on even the most beastly of rigs.
10-20 fps and a dual core processor will work better then a quad? How bout this?

Yes or it will work about the same since Dolphin is not coded to use more than two cores, as it would have little to no benefit for performance in Dolphin.
to get better performance with dolphin you have to overclock.

there is no (really) faster amd cpu out there then yours so buying another wont help you at all.

(ok there is a 3,2ghz, but that does at max increases fps by 7%, not worth to pay for that)

but anyway, 20-30% load is too low. you would get those values with dualcore off but not with on.

are you sure it is ticked ?

or maybe its the game. do you get 20-30% with any game you try ?
Disabler AMD "Cool N Quiet" in Your bios ( Speedstep for AMD) to use your CPU at full Speed ^^
