i don't want to use the emulated wiimote. i want dolphin to use the gcpad everytime. I saved the config of the gcpad and loaded it on wiimote but that didn't help. it automaticly uses the emulated wiimote. Can i turn this off?

Does the wiimote configuration allow you to modify a wii-remote and try to use it? Is that possible maybe?

this configures the emulated wii further, i rather not use it at all. I understand you need it at some wii games (super mario galaxy 2) but in other wii games (for example mario kart) you can use a gc controller(albeit without speed boost), can i do this on the dolphin (also without motion control)?

As I said I dont play wii games. my understanding is that you need to emulate a wii controller if you are not using a wii controller, you should be able to set the profile to use the buttons you need in order to play the game. what ever those buttons may be. good luck

Logically if the wii game supports gamecube controllers, you can use an emulated gamecube controller.

If you plan to play SSBB with "gamecube controller" then yes it's possible.
Go to Option > Configure > Gamecube and change Port 1 to "Standard Controller"
Then config your x360 controller as GCpad.

If you need to you can also deactivate Wiimote emulation by selecting None in Input Source on the Wiimote config page. This is often not needed though.
