You say in the description you cant go fullscreen with dx9. This happens to me since like 1500 revisions ago, if I try to toogle fullscreen on dx9 dolphin gives me a black screen. The only way is to start it in fullscreen. I never reported this because nobody complained so I didnt know if people would be able to reproduce. Maybe it was related to some other graphical option. Anyways, it was fixed in 3.0 if you are interested ^^...
