A 10-20% boost is still a long way from making bulldozer anywhere near as good as sandy bridge or even lyynfield/bloomfield in per core performance. This is not a problem that the OS scheduler is going to magically fix, AMD needs a new chip, plain and simple.
I think the goal is better than Thuban at this point.
But bulldozer already beats thuban in heavily multithreaded tests (video encoders and such). The goal needs to be improved single threaded performance and improved power efficiency, these are the two areas where bulldozer is seriously lacking compared to the competition.
