...judging by these specs, I fail to see how that can be considered a CPU+GPU bottleneck instead of just a CPU bottleneck. I wouldn't expect a magical increase in speed with low-quality graphics :/
But, other than that, indeed the "Dump Textures" option should definitely be disabled while playing, unless one plans to do some texture hacks...
I might do a bit of benchmarking using his Dolphin settings, my specs and Dolphin 3.0 (x86) at the beginning of the game if needed...

The "dump textures" part will slow down stuff no matter how fast your GPU is.
Just like a higher internal resolution will cause EFB copies to take more time in which the CPU will be stalled (on the GFX thread at least, but probably a bit on the CPU thread as well).
fwiw, "way too low" probably was a bit exaggerated, but even my CPU was able to handle SMG at fullspeed in many galaxies at that time.
Is SMG particularly demanding?
Well now that 2.0 is out and compatibility is quite high perhaps there will be more focus on optimization and in 6 months or so more of us will be able to play it at high speed. I guess I'll give up on it for now.

Either way, Ninjujitsu, have you tried unchecking the "Dump Textures" option as mentioned in several posts above?
That, or getting a more powerful CPU (read dannzen's post about AMD/Intel), may eliminate the bottleneck...
Can you enable Show FPS in your advanced video configuration? This will show the frames per second in the upper left corner of the screen. Then tell us how many fps do you get in average in the observatory and in a galaxy.

I'm getting drastically improved speed in r7671 by changing EFB to virtual which doesn't appear to be an option in the old revision that was supposed to be the fastest. 90-100% speed when a lot isn't going on on the screen and 70-80% when there is.
Turn on "Enable Display List Caching". That will give you a nice FPS boost.
I've heard it may cause graphical errors but I haven't noticed any with the version I use (r7168).
