I have a Radeon 6950 2GB graphics card. I have an AMD Phenom II X4 3.2 GHZ processor. I have 3 GB of ram. I have been trying on and off for months, scouring the web for answers and help. I have tried several different revisions. Most recently, I've tried Lectrode's 6515, supposedly the fastest. I've tried both 3.0, and revision 7668. I'm using D3D9 for graphics.

My hardware should be more than adequate, however I cannot get more than 55% speed on Super Mario Galaxy. The stress is starting to get to me, so I'm hoping that someone out there will be willing to help me out in figuring out just what I need to do to fix this problem. Maybe I'm still not setting up the config right, I don't know.

I'm sick of hearing how everyone's running at 100% easy and I've been stuck like this forever. I'm obviously doing something wrong, but what?

I hear you I hear you, but you forgot to post screens of your settings from Dolphin.
Without them we can't help you very much.

disable lock threads to cores
set Framelimit : Off
Well, i have an i7 and don't get full speed at SMG everytime...

So, i guess your hardware is too slow...

This did not seem to have any affect.

And Anti-Ultimate, please go away.
....
I just said my hardware is faster, and even i don't get full speed...
Got it ?
Well I think Safe Texture Cache ain't mandatory for this game and should only bog down the performance, I would untick that one and see what happens.
About the utility Dump Textures, is that really necessary? And I also saw that you had Enable Cheats on, that you could untick also.
AMD Phenom II X4 3.2 GHZ X4 840

let see cpu benchmarks i7-970 3.2ghz vs amd x4 840 3.2ghz
http://www.tweakpc.de/hardware/tests/cpu/phenom_ii_x4_975_black_edition_phenom_ii_x4_840/s05.php

i7@ 3.2ghz 100%
840@3.2ghz 62%

let see cpu singlecore Benchmark
http://www.tweakpc.de/hardware/tests/cpu/phenom_ii_x4_975_black_edition_phenom_ii_x4_840/s06.php

i7@ 3.2ghz 4599 = 100%
840@3.2ghz 3445 = 74%

let assume dolphin is running @ 60fps with the i7 (it is using 2 cores and is cpu heavy like rendering videos) and combine 62% and 74% to around ~70%
i7@3.2ghz = 60fps = 100%
840@3.2ghz = 42fps = 70%

and now
think about that the guys with a i7 sandybridge @4ghz++ are not running SMG2 at 100%
so your amd 840 x4 @3.2ghz is bullshit against a sandybridge which is faster than the old i7 generation

and dont think that 120fps in wow with your amd is the same like 125fps in wow with the i7 sandybridge...
Windows Games are not CPU heavy... and the difference there between cpus is maybe 1-5%

its a FACT that dolphin ultilize the pure speed of a intel cpu more than the pure speed of a amd cpu
oh wait... server farms are using amd
no wait.. where is AMD? i cant find them oh on the buttom ok
intel i-7 serie is a beast of a cpu...

... How would framelimit slow down stuff if he can't get fullspeed anyway?

You are ignoring the fact that he's using a pretty old revision (which is obvious since there still are plugins etc), so the speed isn't as bad as in recent revs. Concluding from that, 55% is much too low for his specs.

You guys prolly should've looked at the GFX settings.

Now to the actual helpful part:
@ Ninjujitsu:
Change the EFB scale from Integral to Native/1x/640x528 (whatever the option is called in your build) - note that this will decrease quality quite a bit, but that's the price you have to pay for good speed.
Uncheck "dump textures".
Uncheck "Native mipmaps".
Disabling Safe Texture Cache might give a small speedup as well (might cause crashes though, idk)
For what it's worth, I also recommend NOT using "Render to Main Window". It really shouldn't cause any slowdowns, but you never know what wxWidgets might fuck up..
