I'm playing Twilight Princess for GC, and in the starting town, the FPS dips to ~15. Is there any options I can set that may improve my speed?

Computer specs:

AMD Athlon 64x2 5000+, 2.6Ghz(dual-core)
Windows 7, 2GB RAM
Nvidia 9800GT

Other than running the game in a smaller resolution with like no effects, there is no way of getting games to run faster on your system.

Your hardware is old, very old. The 9800GT is 4 year old hardware. That is ancient in computing years.
Your CPU is a year older than your graphics card too. You need to be seriously considering a new system if you want to play games on it.
