Re-installing the application may fix this problem" My directX is up to date, and I've already installed Microsoft Visual C++ 2010 Redistributable Package. I reinstalled Microsoft Visual C++ 2010 Redistributable Package, but still the same. The SVN version works fine. (Tryed to run in admin mode too)
(Windows 7 home premium 64 bit, both Dolphin 3.0 and Microsoft Visual C++ 2010 Redistributable Package are 64 bit.)
Have you had success running any build?
What are your specs?

Be aware there are separate x86 and x64 vc++ redist downloads.

I'm having the same exact problem. Everything's up to date. I made sure of it. I have everything that I need, but I'm still getting the error.
I dowloaded the version 64 bits and x86 and tjhe result is, nothing open. I use WindowsXP sp3, 32 bits.
I had the same problem as Arszi with "VCOMP100.dll was not found" even after following the instructions in the FAQ. I even double checked that I had the x64 version of vc++ redist as Billiard26 suggested. Strangely enough I have had no such problems with the x86 version of Dolphin.
I am also running Win 7 Home Premium x64.
I use the Rev7592 ATM (64 bit). It works fine, but 3.0 doesn't start. Yes, everything is up to date, and everything is 64 bit, according to the FAQ.

Intel Core2Duo E7200 @ 2,5 GHZ
Radeon HD4850
2Gb DDR2 RAM

But I think it is a software related problem.
drop the attached .dll in your system32 folder.
