I set it to internal resolution 1x native and it full screens and plays at normal speed but is jagged. when i set it to auto and 1080p it's smooth but runs slowly.
I'm guessing I get one or the other but not both huh?
any solutions such as overclocking or certain settings i should use? if it helps my test program is the New Super Mario Bros.
As ExtremeDude2 thought, it looks like your CPU is the bottleneck for your system. Messing around with the graphics settings probably won't help much. Even with an i7, Dolphin only uses 2 of those cores. Your CPU has a base clock speed of 2.2Ghz which is pretty weak for Dolphin. It does have Intel's Turbo Boost though. If you set the number of active cores to 2, you could get better speeds. I've never messed around with Turbo Boost and I don't know how good it is with Dolphin, but it does look like a way to increase performance without overclocking your system.

I've downloaded turbo boost 2.0 and when i run it as well as dolphin it displays 2.80-2.90 but graphically/speed wise i see no difference.
I have found that setting it to Direct3D9 and 720p with auto internal resolution with full screen works the best so far. it's crisp looking and doesnt seem to slow down
1. Raising the internal resolution increases gpu load but not cpu load, if your gpu is not powerful enough performance will go down
2. If internal resolution is left on auto it increases based on your fullscreen/windowed resolution
3. Raising the internal resolution improves image quality
Your gpu is not strong enough to handle a 3x IR (which is what auto sets it to if you set your fullscreen/windowed resolution to 1080p). Upgrade your graphics card.
If 720p + auto works for you than 1080p + 2x will work just as well, and should look slightly better.

What?
Turbo boost is a hardware feature, not software.
