No, that CPU is too weak...
Your cpu should be able to play GC games quite well, but im not sure about your graphics being able to handle 720P+ resolutions. You are likely going to have to play at 640x480.
As for wii, it will probably be slow.
Wii is as slow as GC actually....
GC : yes but avoid "powerful engine required" games like Metroid, Zelda TP...
Wii : no too slow so no interest...
