My laptop has the following specs.
Intel® Core™2 Duo CPU T5450 @ 1.66GHz, 1667 Mhz, 2 Core(s), 2 Logical Processors

I'm running Windows 7 Ultimate.

Can my laptop run Dolphin?

It can technically "run" Dolphin, but not very fast in most cases. If you're using an Intel GMA of any kind (or even if not) you're probably going to need a new PC altogether if you want to play any game at decent speeds.
