How do I get Gecko codes (which apparently use weird, err, WiiRD LOL code databases) to work? I saw something about a hardware device in the list of possible thread titles. Does Dolphin emulate the device?

Yes. You right click a game and click properties > gecko codes, then click download WiiRDatabase (or something like thatTongue)
Also! make sure you enable cheats (duh) and put a USB Gecko in one of the GC memory card ports.
The procedure worked. It led to some errors, however. The errors are as follows:
1:
