in 99% of all problems 12year old kiddys are involved who are thinking the know everything about the world because they can run some metin2 bots and infecting the whole system
What about your graphics settings? Post them too, because there are a lot of options there that can really effect the performance.
If i dont configure my graphics correct even on my 560Ti i can get about 15 fps in some games.

This sounds like a driver issue from your video card. Remove old drivers before removing your old video card. You probably should have bought nVidia GFX cards to avoid further conflict with your system. Having loads of money doesn't make you any smarter. It's the opposite.
emm no driver cause they dont exist anymore i have a partition only for os and any drivers and i just Did a format so no drivers left i reinstalled windows 7x64 and still getting same low performance but on pc gms it owns rly hard

if a 460 will be enough for dolphin ill try to get one and have both

I'm not convinced that you got full speed with that processor speed all the time. You need at least 4.0 GHz. The size of the resolution and the quality of your video card are irrelevant.
You must be assuming that a high-end video card will yield better FPS. This is not true for emulators, as all hardware is intensively emulated through CPU and that is the main cause of the bottleneck.
In the case of Dolphin, a high-end video card is required if you want to use the SSAA feature and/or you want to record your gameplay with FRAPS in full HD and then upload the recorded video to youtube.
FYI, youtube's 1080p is not true full HD. It's just an upscaled version of 720p. I doubt any video streaming site is ready to stream true 1080p.

u seems to do not understand im able to run dolphin max 14xxX12xx with ma old card even im able to record perfectly i dont want 1080! im saying this happens even on low resolution something that even ona 9400 run perfectly metroid prime other M super mario galaxy at 50 60 frames on low ress but if r not gonna help u can GTFO im asking for help not if i have brains or not

I guess if you know your way around the emulator then lets skip to hardware/software issues.
Have you installed the latest ATi drivers?
I know the original gamecube/wii uses ATi hardware, which is why they fail and look terrible. Just kidding

... but seriously. ATi aren't fantastic, make sure your drivers are up-to-date, they're well known for fail-software.
The HD 6970 is a massive step up from a 9400 GT, i'm also taking that you haven't formatted since the graphics card update? Make sure all the previous Nvidia drivers are uninstalled.
I honestly can't understand why a graphics card upgrade would impact negatively.
You other specs definitely haven't changed?
well i dismantled all hardware and got it back all in again now is working perfectly full fps all my games ty very much for the help kamakaze mario galaxy 2 full 60 fps zelda no drops metroid prime other M same and same for metroid prime T_T now i can play dolphin again
