SSBM has many different stages and ways to stress the cpu/gpu.
Can you specify the conditions met for certain amount of FPS?
Some thing like this:
- Stage: Fountain of dreams
- 4 Players (all ice climbers, makes it 8 models on screen)
FPS: 23 to 27
- Stage: Final destination
- 2 Players
FPS: 50 (pal)

Yeah, it all depends on the parts you have ing your computer!
I tried Fountain of Dreams with 4 player Ice Climbers and only had a slowdown to around 40fps, which was still fully playable!
While everything else was still going at around 50-60fps.
i think that the settings will change it all, you just have to tweak it just right to get it all working!

One thing, you say that you have x64 Vista but you are using the x32 IL one? Isn;t thst slower than just using x64 not IL?
i have the newest dolphin version and its still slow
what options do i need in dolphin to play the game perfectly??

It's strange I have a similar problem, on my older machine I can play SSB Brawl almost perfect, but Melee runs at what feels like half pace. Not sure why Wii would run better than GC
Brawl ran best dual core disabled, unlimited JIT enabled
Melee ran best dual core enabled, native resolution off
XP x86 SP3 | P4 Prescott 3.4 HT | ATI 2600 Pro 512mb| 2 GB DDR2 PC2 6400 800 mhz
my other machine, both play like real time
Vista x64 SP1 | C2D E8400 3.0 | [SLI] Nvidia 9800 GTX+ 512mb | 4 GB DDR3 PC3 10666 1333 mhz
Brawl has its own frameskip feature, Melee has not.
Guide yourself by your real FPS, not the speed you notice.
